Joe Leonard

LCDR Joe Leonard is the Chief of the Response Department for the Coast Guard's Marine Safety Unit Galveston, Texas. He is responsible for all emergency response and homeland security activities for the Ports of Galveston, Texas City and Freeport. Following landfall of Hurricane Katrina, LCDR Leonard was assigned to serve as Area Commander for the Megashelter Operations in Houston where he managed over 8,000 responders and 80,000 volunteers. Prior to being recalled to active duty following 9/11, Joe served for three years as the Administrator of the Greater Houston LEPC. He continutes to actively serve as Chairman of the Planning and Operations Subcommittee. He is affiliated with the Harris County Firefighter's Association, the International Association of Emergency Managers, the Emergency Managers' Association of Texas, and Terrorism Response Association International. Joe is certified as a Level II Firefighting Instructor, Certification Coordinator, Intermediate Firefighter, Hazardous Materials Technician, and Confined Space Rescue Technician.
