Kenn is a Certified Emergency Manager, with more than thirty-eight years of experience in law enforcement, emergency medical services, fire fighting, and emergency management. For over ten years Kenn served as a paramedic, and supervisor with volunteer, and proprietary ambulance services, and the New York City Emergency Medical Service, receiving awards for Life Saving, Innovative Thinking, and Service. Additionally he has spent more than 27 years as a police officer, sergeant, patrol supervisor; aircraft rescue fire fighter, A.R.F.F. crew chief, academy instructor, lieutenant, tour commander, captain, inspector unit head and commanding officer with the police force of the Port Authority of New York and New Jersey. During that time Kenn participated in the initial response to five major aircraft crashes, both on and off an airport, as well as the 1993 terrorist bombing and 9-11 attack at the World Trade Center. Following the 9-11 attacks Kenn was the Emergency Operations Center Manager for the Port Authority of New York and New Jersey and later served as Police Commanding Officer at the John F. Kennedy International and LaGuardia Airports.
At the Port Authority Police Academy Kenn was an instructor in Extrication, Firearms, First Aid, Hazardous Materials, Incident Command, Emergency Management and he was the Course Coordinator for Aircraft Rescue and Fire Fighter Training Programs, developing and implementing programs to train personnel at the New York City area’s three major airports. He has also instructed at the Bergen County EMS Academy, Northern Virginia Criminal Justice Academy, United Nations Headquarters, the International School of Airport and Seaport Security, the United States Merchant Marine Academy and the NYPD-DHS Joint Infrastructure Protection Training Center.
Kenn is a member of the Aircraft Rescue and Fire Fighting Working Group, the International Association of Emergency Managers, where he holds a position on the Executive Board of IAEM Region II, which represents New York, New Jersey, Puerto Rico, and the U.S. Virgin Islands and he serves on the executive Board of the International Association of Airport and Seaport Police He is also the Vice Chairman of the Security Committee for the American Association of Port Authorities, on the Editorial Advisory Board for Advanced Rescue Technology magazine and on the Technical Committee for the Emergency Film Group.
Currently Kenn is Senior Program Coordinator for Critical Incident Management and Training, Inc. CIMAT provides training and emergency management consulting services, including exercise design, exercise evaluation, exercise safety officers, exercise logistical coordination & support, and emergency planning to communities, police, fire, & public safety departments, and training academies world-wide.
Kenn has made presentations, evaluated agency response, developed emergency plans and designed and facilitated exercises on Aircraft Rescue Fire Fighting, Incident Command, WMD response and other Emergency Management topics at seminars and conferences across North America, the Caribbean and Asia.
