Strengthening IED Capabilities
Recent history has shown that IEDs (improvised explosive devices) and VBIEDs (vehicle-borne improvised explosive devices) are often the terrorists’ weapon of choice. It is likely that these attacks would be carried out in non-battlefield environments. First responders will be a community's first line of defense if these deadly weapons are involved in an incident. This new program, IEDs & VBIEDs, will raise the awareness of emergency personnel regarding these weapons.

IEDs & VBIEDs is designed for police officers, firefighters, hazmat teams, bomb squads, EMTs, emergency management, military personnel, security guards and others who may encounter or respond to incidents involving IEDs. The film depicts responders working together and initiating appropriate actions that lead to the most favorable outcome following deployment of an improvised explosive device. The program explains how an IED is constructed and detonated, including the types of explosives and precursor chemicals that are often used. It also describes various scenarios leading to activation, and IED enhancements that are used to exacerbate the effects of an attack.

Warning signs of the presence of a possible VBIED are outlined, including new configurations recently announced by the FBI based on al-Qaeda intelligence. Responses to both pre-detonation and post-detonation incidents are examined. Pre-detonation response topics covered include establishing a perimeter, conducting reconnaissance, evacuation distances, dealing with a bomber, and using remote robots. Post-detonation response topics covered include establishing Unified Command, setting up control zones, sizing up the incident, medical triage and treatment for victims, secondary devices, evidence preservation and investigation. The accompanying resource CD-Rom will include a customizable PowerPoint presentation, quiz, references and other materials that will help an Instructor present a seminar.

This program is aligned with the National Priority to Strengthen CBRNE Detection, Response and Decontamination Capabilities and HSPD-19, which emphasizes programs that encourage public and private IED awareness. As a training aid or resource material this program will qualify for funding from all FY 2008 Homeland Security Grant programs. Look for it this summer.
