Explosive and incendiary weapons
Edgartown, MA-Weapons of mass destruction fall into four categories: explosive & incendiary, chemical, biological and radiological. Explosive & incendiary weapons are by far the most common, and are involved in more than 90% of terrorist incidents. The events of September 11 as well as the bombing of the Murrah federal building in Oklahoma City in 1993 all involved explosive and incendiary weapons.

“Terrorism: Explosive & Incendiary Weapons” is a video-based training program produced by Emergency Film Group of Edgartown, MA that depicts emergency personnel responding to terrorist incidents involving weapons such as pipe bombs, truck bombs, Molotov cocktails, and other improvised explosive devices. The program addresses the training needs of police, firefighters, hazmat teams, bomb squads, EMTs, emergency management, and others who will be at the forefront of a terrorist incident in their community.

“Terrorism: Explosive & Incendiary Weapons,” examines the different types of explosive and incendiary devices and tells how terrorists acquire and fabricate such weapons. It also discusses ‘dirty bombs,’ a device intended to contaminate wide areas with radiation. Scenarios cover both pre- and post-detonated devices, and response guidelines for both are discussed. Other topics covered include evacuation distances, search and rescue, firefighting, dealing with mass casualties, investigation activities, and recovery. The accompanying Leader’s Guide provides pre- and post-seminar testing materials, ideas for field and classroom exercises, a copy of the script for reference and reference material that will be useful to emergency responders.

The program, which is available in both VHS and DVD, was filmed in Montgomery, AL with the help of the US Bureau of Alcohol, Tobacco & Firearms, Alabama State Police, Montgomery Fire Department, Montgomery Police Department, Montgomery Explosive Devices Unit, and local industry. Technical advisors for the program include Chief Jan Dunbar, former Chief of Special Operations and the Sacramento Fire Dept.; Chief John Eversole, former Chief of Special Operations at the Chicago Fire Department; Capt. Chris Hawley, Baltimore County Fire Department (ret.); Tom Rancich, US Navy Seal and Principal in Off Shore Consulting; Chris Ronay, Executive Director, Institute of Makers of Explosives; and Detective Richard Walsh, Baltimore County Police Dept. Bomb Squad.

Founded in 1986, Emergency Film Group has produced over a dozen training programs on terrorism response for emergency responders, most recently for the US Department of Justice, the International Association of Fire Fighters, National Association of State Fire Marshal’s and the Security Command of the Salt Lake City Olympic Committee.
